In 1954 Frank was attached to the PT Wing (RCS of I) as an extra-regimentally employed Lt from the Canadian Provost Corps. With the evolution of the ASPT and APTC he was appointed the Chief Instructor and remained in that position until he retired in 1966. On retirement he became the Director of the St Laurent Neighbourhood Association Centre in Montreal.
